Iran, Syria Stress ‘Solid Ties’; Ready for any Israeli Aggression

The New Middle East will be a Middle East without Zionists and imperialists

Syrian President Bashar al-Assad and his Iranian counterpart President Mahmoud Ahmadinejad on Thursday publicly shrugged off US efforts to drive a wedge between the two Middle East allies. “I am surprised by their call to keep a distance between the countries … when they raise the issue of stability and peace in the Middle East, and all the other beautiful principles,” Assad said.

“We need to further reinforce relations if the true objective is stability. We do not want others to give us lessons on our region, our history,” the Syrian leader told a joint media conference with Ahmadinejad.

The Iranian president, who flew in to Damascus earlier in the day, said that the United States should pack up and leave the Middle East and stay out of regional affairs.

Ahmadinejad said, “(The Americans) want to dominate the region but they feel Iran and Syria are preventing that… We tell them that instead of interfering in the region’s affairs, to pack their things and leave.”

The Iranian president also stressed that ties between the two Muslim states were as “solid” as ever. “Relations between Syria and Iran are brotherly, deep, solid and permanent … Nothing can damage these relations,” he said.

“These ties will become deeper and develop over the years. We are brothers. We have mutual interests, as well as common goals and enemies,” said the Iranian president, adding, “The world needs a new order.”

On the eve of the visit, President Barack Obama’s administration said it has been pressing Damascus – amid steps toward a normalization of US-Syria ties – to move away from Iran and stop arming Hezbollah.

Testifying in the Senate, US Secretary of State Hillary Clinton was blunter than ever about Washington’s bid to drive a wedge between Damascus and Tehran.

Clinton said William Burns, the third-ranking US diplomat, “had very intense, substantive talks in Damascus” when he visited Syria last week, in the highest-level such US mission for five years.

Syria is being asked “generally to begin to move away from the relationship with Iran, which is so deeply troubling to the region as well as to the United States,” she said.

“Arab World will Usher in New Mideast without Zionists”

Al-Assad and Ahmadinejad also addressed the recent Israeli threats during their conference. “We believe we are facing an entity that is capable of aggression at any point, and we are preparing ourselves for any Israeli aggression, be it on a small or large scale. We must be prepared for any Israeli response, under any pretext,” said the Syrian leader. “Israel is directing its threats at Syria and the resistance movements. The threats are also aimed at boosting the Israeli citizens’ morale after a series of defeats.”

President Ahmadinejad said that “if the Zionist regime wants to repeat its past mistakes, this will bring about its demise and annihilation,” adding that Iran, Syria, Iraq and Lebanon will stand against Israel.

“The Zionists and their protectors have reached a dead end. The Zionist entity will eventually disappear; its existential philosophy has ended. The Zionist conquerors have reached a dead end; all of their threats against the Palestinians stem from their weakness. If the Zionists repeat their past mistakes, all of the region’s nations will uproot them,” Ahmadinejad said.

“With Allah’s help, the new Middle East will be a Middle East without Zionists and imperialists. We hope they will recognize the rights of the region’s nations, but they must realize that if they continue along their wrongful path they have no place in our region. Today the ties between the region’s nations – between Iran, Syria and the resistance movement – are very strong. We believe that developments in the world will benefit Iran, Syria and the region’s free governments,” he said.

Before leaving Tehran into Damascus, Ahmadinejad was quoted by Iran’s Fars news agency as saying that the two countries would not be deterred. “While the Zionists make permanent threats against my country and peoples of the region … Syria and Iran must consult and take decisions to confront these threats,” he said,

About two weeks ago Ahmadinejad said during a telephone conversation with al-Assad that Israel should be resisted and finished off if it launched military action in the region. “We have reliable information … that the Zionist regime is after finding a way to compensate for its ridiculous defeats from the people of Gaza and Lebanon’s Hezbollah,” he told the Syrian leader.

“If the Zionist regime should repeat its mistakes and initiate a military operation, then it must be resisted with full force to put an end to it once and for all,” Ahmadinejad said.

“Iran has the Right to Pursue Uranium Enrichment”

President al-Assad, for his part, also defended Iran’s right to pursue uranium enrichment, despite the threat of new sanctions against the Islamic republic over its nuclear program. “To forbid an independent state the right to enrichment amounts to a new colonialist process in the region,” he said.

Thursday’s visit comes after Walid Mouallem, Syria’s foreign minister, said Damascus was eager to help Iran and the West engage in a “constructive” dialogue over Tehran’s nuclear program. “Sanctions are not a solution [to the problem] between Iran and the West,” Mouallem said on Saturday. “We are trying to engage a constructive dialogue between the two parties in order to reach a peaceful solution.”

He insisted that despite Western claims “Iran does not have a nuclear military program.”

On the nuclear front, Clinton also said on Wednesday that she hoped to see a UN Security Council resolution on a fourth set of sanctions against Iran in the “next 30 to 60 days.”

Myth of Sectarianism in the “New Middle East”

Sectarianism constitutes an important chapter in the ‘divide and conquer’ strategy

One of the lasting legacies of the failed US-led war on Iraq is without doubt the rise of sectarianism in the general discourse on Middle Eastern politics. Sectarianism has been pitched as the ‘modern’ story of the Middle East, yet its driving causes and true nature remain subject to sweeping and misplaced generalizations, particularly in the Western media. The subsequent rooting of a sectarian political discourse in understanding the dynamics of the Middle East, flavoured by myths and fallacies, primarily serves to further the interests of imperialist and colonialist powers in the region. At another level, this discourse seeks to insulate discredited Arab leaders (i.e. Moderate “allies”) from the grievances of their own peoples as invented threats posed by an “other” are hyped up to disorientate the power of the masses.

In this regard, the recent scathing attack launched by the Egyptian Public Prosecutor (EPP) against Hizbullah, despite being somewhat expected, was revealing insofar as its sectarian dimension is concerned. Buried in between a long list of accusations against a “Hizbullah cell” uncovered in Egypt, the EPP stated the accused were “planning to carry out hostile operations within the country (Egypt) and attempting to spread Shiite thought in Egypt”.

During recent times, it has become fashionable for Middle Eastern premiers and oil-kings to protest against an ethereal threat posed by Shiism. The summoning of the “spread of Shiism” pretext, as seen above in the case of Egypt, is essentially used as a political tool. Further, the Egyptian line of attack in this respect is by no means an anomaly. In mid-March of this year, the kingdom of Morocco severed diplomatic ties with Iran accusing Tehran of “cultural infiltration” and attempts to “implant the Shiite Muslim ideology” in the country. In the emirate kingdoms of Bahrain and Kuwait, allegations of Iranian interference in the former, and charges claiming the formation of an insidious “Kuwaiti-Hizbullah” in the latter, are similarly propped up and dealt with within a strictly sectarian context.

Politically, the use of sectarianism in the present Middle Eastern context serves several purposes which can broadly be divided into local, regional and international dimensions. To identify these dimensions, it is necessary to probe below the surface of this worn out, yet doggishly resurgent, charge of Arab leaders against the threat posed by “Shiism” in order to reveal the causative factors behind this renewed focus on sectarianism.

First, by positing a so-called “threat” posed by a Shiite sectarian agenda, Arab leaders conveniently conceal and deflect attention from the deeply entrenched socio-economic disparity that exists between Shiite communities and their counterparts in several Gulf nations. In countries like Bahrain and Saudi Arabia, Shiites are forced to locate themselves on the peripheries of society under the juggernaut of systemic discrimination. Further, an environment of heightened sectarianism also provides an effective red herring for these kingdoms to silence demands calling for fairer representation and accordance of rights.

With respect to Shiite communities and their development in the Arab and national contexts, this factor presents a massive hurdle in the way of reform. As an example, the case of Lebanon underlines the central importance that the ability to pressure the central government plays in effecting change. Until the late Seventies of the last century, i.e. more than three decades after the National Pact (al-Mithaq al-Watani) was signed, Shiites found themselves relegated to the outer rims of Lebanese society. Downtrodden and ignored by the state, Lebanese Shiites bottled up their grievances within a sub-national narrative. In this milieu of resignation, the dynamism brought in by the charismatic Shiite leader, Sayyed Musa Al-Sadr, relied primarily on matlabiyya (a politics of demand) to transform the fortunes of Lebanese Shiites. Thus, the present-day hyping up of sectarian polemics by Arab leaders in the Gulf, acts as a significant stumbling block in the way of urgently needed, and long overdue reform of internal political and socio-economic structures. Demands for fair representation and equal rights that ought to be accorded by virtue of citizenship are instead silenced through the use of a sectarian deception.

Second, by reinforcing an image of a whole-scale invasion of the “Shiite” school of thought in traditionally majority-“Sunni” areas (or what was termed the Shii tide; al-madd al-Shii), Arab leaders promote an inherently confrontational and other-excluding relationship between the two major religious sects of Islam. This strategy thus aims to provoke a “religious” reaction hence providing credibility to the statements of highly unpopular and discredited leaders.

It has to be noted that this strategy has not only failed so far, but has done so miserably. Contrary to what Arab leaders like Mubarak hoped for, Sunni and Shia religious figures have stood by each other and together lambasted Arab leaders for their criminal silence and treachery towards the Palestinian cause. Notably, Egyptian president Hosni Mubarak was accused of “apostasy” and “grand treason” by more than two-hundred Sunni religious scholars in the wake of the brutal war on Gaza.

Third, in logical continuity from the previous point, Arab leaders like Mubarak who suffer from serious popularity deficits amongst their peoples, attempt to revitalize and give credibility to their sinking images by marketing themselves as safe keepers of “Sunnism”. The “spread of Shiism” accusation made by the EPP thus makes the case that the highly unpopular Mubarak in fact plays the role of a gatekeeper who faithfully ensures that the “Sunni” identity of Egypt is preserved.

At this level the strategy has again been met with ridicule from the Egyptian public. In a radio interview, the head of the Muslim Brotherhood, Mahdi Akef, termed the allegations levelled against Hizbullah as unfounded and utterly baseless. The secretary general of the Islamic Action Front (IAF), the political arm of the Muslim Brotherhood movement in Jordan, minced less into his words when he praised the actions of Hizbullah as a “national, legitimate, and pan-Arab duty and an attempt to bolster the Islamic resistance in the Gaza Strip”. Instead of taking Mubarak for his word, public focus in Egypt has shifted to the involvement of Israeli intelligence in the operation targeted at Hizbullah. This factor by itself provides sufficient proof to the Egyptian and Arab streets that the actions of Hizbullah were in fact limited to supporting the resistance in Palestine, rather than the whimsically invented charge made by the EPP citing “spread of Shiism” in Egypt amongst others.

Fourth, the “spread of Shiism” pretext at the regional level is not sold merely as a sectarian phenomenon, but one that occurs in the backdrop of a growing Shiite presence in Middle Eastern politics. Shiite so-called “expansionism” is pitched as an extension of a wider political agenda, or what the Saudi Prince Turki Al-Faisal chooses to call “Iranian obstructionism”. Giving saliency to this aspect interlocks with the interests of the US and Israeli governments as was wittily articulated by an Arab writer who described the Egyptian government’s policy with the words: “Rescue! The Shiites are coming!” By openly declaring an anti-Shiite (read: anti-Iranian, anti resistance) platform, these Arab leaders seek to provide reassurance to the US and Israel that they continue to remain useful and relevant on the Middle Eastern chessboard.

Fifth, one of the more troubling usages of sectarianism in the present Middle East has been the enframent of political and national struggles within the mould of a sectarian identity-politics. The so-called “Moderate” Arab leaders in Cairo, Riyadh and Amman pass off differing stances as sectarian-qua-sectarian agendas. More accurately, political stances that clash with US-inspired “moderate” scripts of how things ought to play out in the Gulf, are pointed to as manifestations of the intrusion of a Shiite tidal wave under direct orders from an aspirant Shiite regional hegemon i.e. Iran.

Fuelling the fires of sectarianism in this way has meant that even pre-eminent struggles and causes in the Arab world have not remained impervious from the burdens of a sectarian-politics discourse. According to leading officials in Egypt, Gaza is seen as a ‘mini Islamic Republic of Iran’, and Hamas an abiding servant of the Iranian agenda. In order to discredit the path of resistance, the likes of Egypt and Saudi Arabia have chosen to mark it off as an Iranian-Shiite conspiracy, which if left unchecked will extend to devour the entire Arab homeland.

Largely due to this self-destructing polarization, admiration for Iran on the Arab street has skyrocketed. In the world of Arab satellite channels, live phone-ins on political talk shows are flooded by voices of solidarity with Iran and total contempt for “sell-out” Arab leaders. Sayyed Hasan Nasrallah, Bashar Al-Assad and Ismail Haniyeh are viewed as the symbols of remaining Arab dignity, and their indisputable popularity, heads and shoulders above the rest, is evidenced in every poll.

Finally, there remains the relation between imperialism and the rise of sectarian rhetoric in the Middle East i.e. the elephant in the room. It is said that sectarianism can be narrated “only by continually acknowledging and referring to both indigenous and imperial” histories and imperatives. Iraq has been the theatre on, and from, which the image of an ongoing sectarian struggle for the heart of the Middle East has been propagated. In the wake of the collapse of Baghdad in 2003, leading Arab intellectual Dr. Azmi Bishara took to the podium at UC Berkeley and said:

“Of course we don’t buy what they say about their sensitivity to democracy […]; what they call ‘building a democratic Iraq’, because I hear the accent. This is not […] the language of democrats. You don’t go to a country to build a democracy by splitting the country into three major religions (sects) […]; this is not pluralism, this is a recipe for civil war.”

The ‘Balkanization’ of the Middle East has for long been an unswerving desire of imperialist powers. The oft-quoted words of Oded Yinon about the “far-reaching opportunities” presented by the “very stormy situation [that] surrounds Israel”, published in 1982 by the World Zionist Organization, are instructive in this regard:

“The dissolution of Syria and Iraq into ethnically or religiously unique areas such as in Lebanon is Israel’s primary target on the Eastern front. Iraq, rich in oil on the one hand and internally torn on the other is guaranteed as a candidate for Israel’s targets. Its dissolution is even more important for us than that of Syria. Iraq is stronger than Syria. In the short run, it is Iraqi power which constitutes the greatest threat to Israel.”

Today, the political tensions of the Middle East are driven minimally by indigenous inter-sectarian factors. The systematic and organized attempt – by imperialists and their regional clients – to amplify the myth of an ongoing, all-out sectarian war is precisely in order to cover for the evident absence of actual rifts between the peoples of the Middle East. Why the likes of Egypt, Saudi Arabia, Bahrain and Morocco are not waiting around for second invitations to jump on to this sectarian bandwagon should in itself provoke a lot of questioning. Not in the least surprising, and another reason to look into this subject more critically, has been the failure of Western media from putting forth these simple and straight-forward questions.

Sectarianism constitutes an important chapter in the ‘divide and conquer’ strategy. Whilst it could be said that the US viewed the Middle East through a more ethnic prism in the past, it is clear that the sectarian divide has provided the way forward. The declaration of the “New Middle East” agenda during the Bush administration, and its failure in infancy during the 2006 war on Lebanon, essentially served to overload the sectarian aspect in a bid to foster the right conditions for the implementation of this agenda.

So-called “moderate” Arab leaders shamefully find themselves not only aligned with the most rightist, racist coalition in Israel (which continues to steal more Palestinian land by the day), but they in fact work hand in hand with Israel to conspire against resistance movements. Netanyahu and Liebermann have taken it upon themselves to scare the world into insanity, under the pretext of an imminent Iranian nuclear weapon capability. Mubarak, Abdullah and cohorts on the other hand, are pioneering the project of spreading fear against a sinister Iranian-led “Shiite” agenda aimed at taking over the Arab heartland which, needless to state, is implemented by resistance movements such as Hizbullah and Hamas.

Sadly, for the imperialists and discredited Arab leaders, the masses no longer buy such crackpot machinations. In the Middle East, we are now witness to a post-sectarian phase; the unity and solidarity that exists between its’ peoples – in identifying the key challenges that face this region – is palpable in whichever direction you turn. Western discourse on the Middle East however, remains fixated on talk of civil wars, sectarian strife and religious tension.

The failure of the US (and other Western powers) to move away from a sectarian discourse in accounting for the dynamics of the Middle East, and the failure to impress this reality upon regional Arab clients, will predictably have significant repercussions. There are several very real issues that need to be resolved in this region, and they have precious little to do with the myth of sectarianism. Political agendas can not forever be implemented in the shadow of sectarianism. The sooner the White House realizes this, the better.

Plans for Redrawing the Middle East: The Project for a “New Middle East”

This project consists in creating an arc of instability, chaos, and violence extending from Lebanon to the borders of NATO-garrisoned Afghanistan

The term “New Middle East” was introduced to the world in June 2006 in Tel Aviv by U.S. Secretary of State Condoleezza Rice (who was credited by the Western media for coining the term) in replacement of the older and more imposing term, the “Greater Middle East.”

This shift in foreign policy phraseology coincided with the inauguration of the Baku-Tbilisi-Ceyhan (BTC) Oil Terminal in the Eastern Mediterranean. The term and conceptualization of the “New Middle East,” was subsequently heralded by the U.S. Secretary of State and the Israeli Prime Minister at the height of the Anglo-American sponsored Israeli siege of Lebanon. Prime Minister Olmert and Secretary Rice had informed the international media that a project for a “New Middle East” was being launched from Lebanon.

This announcement was a confirmation of an Anglo-American-Israeli “military roadmap” in the Middle East. This project, which has been in the planning stages for several years, consists in creating an arc of instability, chaos, and violence extending from Lebanon, Palestine, and Syria to Iraq, the Persian Gulf, Iran, and the borders of NATO-garrisoned Afghanistan.

The “New Middle East” project was introduced publicly by Washington and Tel Aviv with the expectation that Lebanon would be the pressure point for realigning the whole Middle East and thereby unleashing the forces of “constructive chaos.” This “constructive chaos” –which generates conditions of violence and warfare throughout the region– would in turn be used so that the United States, Britain, and Israel could redraw the map of the Middle East in accordance with their geo-strategic needs and objectives.

New Middle East Map

Secretary Condoleezza Rice stated during a press conference that “[w]hat we’re seeing here [in regards to the destruction of Lebanon and the Israeli attacks on Lebanon], in a sense, is the growing—the ‘birth pangs’—of a ‘New Middle East’ and whatever we do we [meaning the United States] have to be certain that we’re pushing forward to the New Middle East [and] not going back to the old one.”1 Secretary Rice was immediately criticized for her statements both within Lebanon and internationally for expressing indifference to the suffering of an entire nation, which was being bombed indiscriminately by the Israeli Air Force.

The Anglo-American Military Roadmap in the Middle East and Central Asia

U.S. Secretary of State Condoleezza Rice’s speech on the “New Middle East” had set the stage. The Israeli attacks on Lebanon –which had been fully endorsed by Washington and London– have further compromised and validated the existence of the geo-strategic objectives of the United States, Britain, and Israel. According to Professor Mark Levine the “neo-liberal globalizers and neo-conservatives, and ultimately the Bush Administration, would latch on to creative destruction as a way of describing the process by which they hoped to create their new world orders,” and that “creative destruction [in] the United States was, in the words of neo-conservative philosopher and Bush adviser Michael Ledeen, ‘an awesome revolutionary force’ for (…) creative destruction…”2

Anglo-American occupied Iraq, particularly Iraqi Kurdistan, seems to be the preparatory ground for the balkanization (division) and finlandization (pacification) of the Middle East. Already the legislative framework, under the Iraqi Parliament and the name of Iraqi federalization, for the partition of Iraq into three portions is being drawn out. (See map below)

Moreover, the Anglo-American military roadmap appears to be vying an entry into Central Asia via the Middle East. The Middle East, Afghanistan, and Pakistan are stepping stones for extending U.S. influence into the former Soviet Union and the ex-Soviet Republics of Central Asia. The Middle East is to some extent the southern tier of Central Asia. Central Asia in turn is also termed as “Russia’s Southern Tier” or the Russian “Near Abroad.”

Many Russian and Central Asian scholars, military planners, strategists, security advisors, economists, and politicians consider Central Asia (“Russia’s Southern Tier”) to be the vulnerable and “soft under-belly” of the Russian Federation.3

It should be noted that in his book, The Grand Chessboard: American Primacy and Its Geo-strategic Imperatives, Zbigniew Brzezinski, a former U.S. National Security Advisor, alluded to the modern Middle East as a control lever of an area he, Brzezinski, calls the Eurasian Balkans. The Eurasian Balkans consists of the Caucasus (Georgia, the Republic of Azerbaijan, and Armenia) and Central Asia (Kazakhstan, Uzbekistan, Kyrgyzstan, Tajikistan, Turkmenistan, Afghanistan, and Tajikistan) and to some extent both Iran and Turkey. Iran and Turkey both form the northernmost tiers of the Middle East (excluding the Caucasus4) that edge into Europe and the former Soviet Union.

The Map of the “New Middle East”

A relatively unknown map of the Middle East, NATO-garrisoned Afghanistan, and Pakistan has been circulating around strategic, governmental, NATO, policy and military circles since mid-2006. It has been causally allowed to surface in public, maybe in an attempt to build consensus and to slowly prepare the general public for possible, maybe even cataclysmic, changes in the Middle East. This is a map of a redrawn and restructured Middle East identified as the “New Middle East.”

The following map was prepared by Lieutenant-Colonel Ralph Peters. It was published in the Armed Forces Journal in June 2006, Peters is a retired colonel of the U.S. National War Academy. Although the map does not officially reflect Pentagon doctrine, it has been used in a training program at NATO's Defense College for senior military officers. This map, as well as other similar maps, has most probably been used at the National War Academy as well as in military planning circles.

This map of the “New Middle East” seems to be based on several other maps, including older maps of potential boundaries in the Middle East extending back to the era of U.S. President Woodrow Wilson and World War I. This map is showcased and presented as the brainchild of retired Lieutenant-Colonel (U.S. Army) Ralph Peters, who believes the redesigned borders contained in the map will fundamentally solve the problems of the contemporary Middle East.

The map of the “New Middle East” was a key element in the retired Lieutenant-Colonel’s book, Never Quit the Fight, which was released to the public on July 10, 2006. This map of a redrawn Middle East was also published, under the title of Blood Borders: How a better Middle East would look, in the U.S. military’s Armed Forces Journal with commentary from Ralph Peters.5

It should be noted that Lieutenant-Colonel Peters was last posted to the Office of the Deputy Chief of Staff for Intelligence, within the U.S. Defence Department, and has been one of the Pentagon’s foremost authors with numerous essays on strategy for military journals and U.S. foreign policy.

It has been written that Ralph Peters’ “four previous books on strategy have been highly influential in government and military circles,” but one can be pardoned for asking if in fact quite the opposite could be taking place. Could it be Lieutenant-Colonel Peters is revealing and putting forward what Washington D.C. and its strategic planners have anticipated for the Middle East?

The concept of a redrawn Middle East has been presented as a “humanitarian” and “righteous” arrangement that would benefit the people(s) of the Middle East and its peripheral regions. According to Ralph Peter’s:

International borders are never completely just. But the degree of injustice they inflict upon those whom frontiers force together or separate makes an enormous difference — often the difference between freedom and oppression, tolerance and atrocity, the rule of law and terrorism, or even peace and war.

The most arbitrary and distorted borders in the world are in Africa and the Middle East. Drawn by self-interested Europeans (who have had sufficient trouble defining their own frontiers), Africa’s borders continue to provoke the deaths of millions of local inhabitants. But the unjust borders in the Middle East — to borrow from Churchill — generate more trouble than can be consumed locally.

While the Middle East has far more problems than dysfunctional borders alone — from cultural stagnation through scandalous inequality to deadly religious extremism — the greatest taboo in striving to understand the region’s comprehensive failure isn’t Islam, but the awful-but-sacrosanct international boundaries worshipped by our own diplomats.

Of course, no adjustment of borders, however draconian, could make every minority in the Middle East happy. In some instances, ethnic and religious groups live intermingled and have intermarried. Elsewhere, reunions based on blood or belief might not prove quite as joyous as their current proponents expect. The boundaries projected in the maps accompanying this article redress the wrongs suffered by the most significant “cheated” population groups, such as the Kurds, Baluch and Arab Shia [Muslims], but still fail to account adequately for Middle Eastern Christians, Bahais, Ismailis, Naqshbandis and many another numerically lesser minorities. And one haunting wrong can never be redressed with a reward of territory: the genocide perpetrated against the Armenians by the dying Ottoman Empire.

Yet, for all the injustices the borders re-imagined here leave unaddressed, without such major boundary revisions, we shall never see a more peaceful Middle East.

Even those who abhor the topic of altering borders would be well-served to engage in an exercise that attempts to conceive a fairer, if still imperfect, amendment of national boundaries between the Bosphorus and the Indus. Accepting that international statecraft has never developed effective tools — short of war — for readjusting faulty borders, a mental effort to grasp the Middle East’s “organic” frontiers nonetheless helps us understand the extent of the difficulties we face and will continue to face. We are dealing with colossal, man-made deformities that will not stop generating hatred and violence until they are corrected. 6(emphasis added)

“Necessary Pain”

Besides believing that there is “cultural stagnation” in the Middle East, it must be noted that Ralph Peters admits that his propositions are “draconian” in nature, but he insists that they are necessary pains for the people of the Middle East. This view of necessary pain and suffering is in startling parallel to U.S. Secretary of State Condoleezza Rice’s belief that the devastation of Lebanon by the Israeli military was a necessary pain or “birth pang” in order to create the “New Middle East” that Washington, London, and Tel Aviv envision.

Moreover, it is worth noting that the subject of the Armenian Genocide is being politicized and stimulated in Europe to offend Turkey.7

The overhaul, dismantlement, and reassembly of the nation-states of the Middle East have been packaged as a solution to the hostilities in the Middle East, but this is categorically misleading, false, and fictitious. The advocates of a “New Middle East” and redrawn boundaries in the region avoid and fail to candidly depict the roots of the problems and conflicts in the contemporary Middle East. What the media does not acknowledge is the fact that almost all major conflicts afflicting the Middle East are the consequence of overlapping Anglo-American-Israeli agendas.

Many of the problems affecting the contemporary Middle East are the result of the deliberate aggravation of pre-existing regional tensions. Sectarian division, ethnic tension and internal violence have been traditionally exploited by the United States and Britain in various parts of the globe including Africa, Latin America, the Balkans, and the Middle East. Iraq is just one of many examples of the Anglo-American strategy of “divide and conquer.” Other examples are Rwanda, Yugoslavia, the Caucasus, and Afghanistan.

Amongst the problems in the contemporary Middle East is the lack of genuine democracy which U.S. and British foreign policy has actually been deliberately obstructing. Western-style “Democracy” has been a requirement only for those Middle Eastern states which do not conform to Washington’s political demands. Invariably, it constitutes a pretext for confrontation. Saudi Arabia, Egypt, and Jordan are examples of undemocratic states that the United States has no problems with because they are firmly alligned within the Anglo-American orbit or sphere.

Additionally, the United States has deliberately blocked or displaced genuine democratic movements in the Middle East from Iran in 1953 (where a U.S./U.K. sponsored coup was staged against the democratic government of Prime Minister Mossadegh) to Saudi Arabia, Egypt, Turkey, the Arab Sheikdoms, and Jordan where the Anglo-American alliance supports military control, absolutists, and dictators in one form or another. The latest example of this is Palestine.

The Turkish Protest at NATO’s Military College in Rome

Lieutenant-Colonel Ralph Peters’ map of the “New Middle East” has sparked angry reactions in Turkey. According to Turkish press releases on September 15, 2006 the map of the “New Middle East” was displayed in NATO’s Military College in Rome, Italy. It was additionally reported that Turkish officers were immediately outraged by the presentation of a portioned and segmented Turkey.8 The map received some form of approval from the U.S. National War Academy before it was unveiled in front of NATO officers in Rome.

The Turkish Chief of Staff, General Buyukanit, contacted the U.S. Chairman of the Joint Chiefs of Staff, General Peter Pace, and protested the event and the exhibition of the redrawn map of the Middle East, Afghanistan, and Pakistan.9 Furthermore the Pentagon has gone out of its way to assure Turkey that the map does not reflect official U.S. policy and objectives in the region, but this seems to be conflicting with Anglo-American actions in the Middle East and NATO-garrisoned Afghanistan.

Is there a Connection between Zbigniew Brzezinski’s “Eurasian Balkans” and the “New Middle East” Project?

The following are important excerpts and passages from former U.S. National Security Advisor Zbigniew Brzezinski’s book, The Grand Chessboard: American Primacy and Its Geo-strategic Imperatives. Brzezinski also states that both Turkey and Iran, the two most powerful states of the “Eurasian Balkans,” located on its southern tier, are “potentially vulnerable to internal ethnic conflicts [balkanization],” and that, “If either or both of them were to be destabilized, the internal problems of the region would become unmanageable.”10

It seems that a divided and balkanized Iraq would be the best means of accomplishing this. Taking what we know from the White House’s own admissions; there is a belief that “creative destruction and chaos” in the Middle East are beneficial assets to reshaping the Middle East, creating the “New Middle East,” and furthering the Anglo-American roadmap in the Middle East and Central Asia:

In Europe, the Word “Balkans” conjures up images of ethnic conflicts and great-power regional rivalries. Eurasia, too, has its “Balkans,” but the Eurasian Balkans are much larger, more populated, even more religiously and ethnically heterogenous. They are located within that large geographic oblong that demarcates the central zone of global instability (…) that embraces portions of southeastern Europe, Central Asia and parts of South Asia [Pakistan, Kashmir, Western India], the Persian Gulf area, and the Middle East.

The Eurasian Balkans form the inner core of that large oblong (…) they differ from its outer zone in one particularly significant way: they are a power vacuum. Although most of the states located in the Persian Gulf and the Middle East are also unstable, American power is that region’s [meaning the Middle East’s] ultimate arbiter. The unstable region in the outer zone is thus an area of single power hegemony and is tempered by that hegemony. In contrast, the Eurasian Balkans are truly reminiscent of the older, more familiar Balkans of southeastern Europe: not only are its political entities unstable but they tempt and invite the intrusion of more powerful neighbors, each of whom is determined to oppose the region’s domination by another. It is this familiar combination of a power vacuum and power suction that justifies the appellation “Eurasian Balkans.”

The traditional Balkans represented a potential geopolitical prize in the struggle for European supremacy. The Eurasian Balkans, astride the inevitably emerging transportation network meant to link more directly Eurasia’s richest and most industrious western and eastern extremities, are also geopolitically significant. Moreover, they are of importance from the standpoint of security and historical ambitions to at least three of their most immediate and more powerful neighbors, namely, Russia, Turkey, and Iran, with China also signaling an increasing political interest in the region. But the Eurasian Balkans are infinitely more important as a potential economic prize: an enormous concentration of natural gas and oil reserves is located in the region, in addition to important minerals, including gold.

The world’s energy consumption is bound to vastly increase over the next two or three decades. Estimates by the U.S. Department of Energy anticipate that world demand will rise by more than 50 percent between 1993 and 2015, with the most significant increase in consumption occurring in the Far East. The momentum of Asia’s economic development is already generating massive pressures for the exploration and exploitation of new sources of energy, and the Central Asian region and the Caspian Sea basin are known to contain reserves of natural gas and oil that dwarf those of Kuwait, the Gulf of Mexico, or the North Sea.

Access to that resource and sharing in its potential wealth represent objectives that stir national ambitions, motivate corporate interests, rekindle historical claims, revive imperial aspirations, and fuel international rivalries. The situation is made all the more volatile by the fact that the region is not only a power vacuum but is also internally unstable.

The Eurasian Balkans include nine countries that one way or another fit the foregoing description, with two others as potential candidates. The nine are Kazakstan [alternative and official spelling of Kazakhstan] , Kyrgyzstan, Tajikistan, Uzbekistan, Turkmenistan, Azerbaijan, Armenia, and Georgia—all of them formerly part of the defunct Soviet Union—as well as Afghanistan.

The potential additions to the list are Turkey and Iran, both of them much more politically and economically viable, both active contestants for regional influence within the Eurasian Balkans, and thus both significant geo-strategic players in the region. At the same time, both are potentially vulnerable to internal ethnic conflicts. If either or both of them were to be destabilized, the internal problems of the region would become unmanageable, while efforts to restrain regional domination by Russia could even become futile. 11

Redrawing the Middle East

The Middle East has been conditioned by outside forces into a powder keg that is ready to explode with the right trigger

The Middle East, in some regards, is a striking parallel to the Balkans and Central-Eastern Europe during the years leading up the First World War. In the wake of the the First World War the borders of the Balkans and Central-Eastern Europe were redrawn. This region experienced a period of upheaval, violence and conflict, before and after World War I, which was the direct result of foreign economic interests and interference.

The reasons behind the First World War are more sinister than the standard school-book explanation, the assassination of the heir to the throne of the Austro-Hungarian (Habsburg) Empire, Archduke Franz Ferdinand, in Sarajevo. Economic factors were the real motivation for the large-scale war in 1914.

Norman Dodd, a former Wall Street banker and investigator for the U.S. Congress, who examined U.S. tax-exempt foundations, confirmed in a 1982 interview that those powerful individuals who from behind the scenes controlled the finances, policies, and government of the United States had in fact also planned U.S. involvement in a war, which would contribute to entrenching their grip on power.

The following testimonial is from the transcript of Norman Dodd’s interview with G. Edward Griffin;

We are now at the year 1908, which was the year that the Carnegie Foundation began operations. And, in that year, the trustees meeting, for the first time, raised a specific question, which they discussed throughout the balance of the year, in a very learned fashion. And the question is this: Is there any means known more effective than war, assuming you wish to alter the life of an entire people? And they conclude that, no more effective means to that end is known to humanity, than war. So then, in 1909, they raise the second question, and discuss it, namely, how do we involve the United States in a war?

Well, I doubt, at that time, if there was any subject more removed from the thinking of most of the people of this country [the United States], than its involvement in a war. There were intermittent shows [wars] in the Balkans, but I doubt very much if many people even knew where the Balkans were. And finally, they answer that question as follows: we must control the State Department.

And then, that very naturally raises the question of how do we do that? They answer it by saying, we must take over and control the diplomatic machinery of this country and, finally, they resolve to aim at that as an objective. Then, time passes, and we are eventually in a war, which would be World War I. At that time, they record on their minutes a shocking report in which they dispatch to President Wilson a telegram cautioning him to see that the war does not end too quickly. And finally, of course, the war is over.

At that time, their interest shifts over to preventing what they call a reversion of life in the United States to what it was prior to 1914, when World War I broke out.

The redrawing and partition of the Middle East from the Eastern Mediterranean shores of Lebanon and Syria to Anatolia (Asia Minor), Arabia, the Persian Gulf, and the Iranian Plateau responds to broad economic, strategic and military objectives, which are part of a longstanding Anglo-American and Israeli agenda in the region.

The Middle East has been conditioned by outside forces into a powder keg that is ready to explode with the right trigger, possibly the launching of Anglo-American and/or Israeli air raids against Iran and Syria. A wider war in the Middle East could result in redrawn borders that are strategically advantageous to Anglo-American interests and Israel.

NATO-garrisoned Afghanistan has been successfully divided, all but in name. Animosity has been inseminated in the Levant, where a Palestinian civil war is being nurtured and divisions in Lebanon agitated. The Eastern Mediterranean has been successfully militarized by NATO. Syria and Iran continue to be demonized by the Western media, with a view to justifying a military agenda. In turn, the Western media has fed, on a daily basis, incorrect and biased notions that the populations of Iraq cannot co-exist and that the conflict is not a war of occupation but a “civil war” characterised by domestic strife between Shiites, Sunnis and Kurds.

Attempts at intentionally creating animosity between the different ethno-cultural and religious groups of the Middle East have been systematic. In fact, they are part of a carefully designed covert intelligence agenda.

Even more ominous, many Middle Eastern governments, such as that of Saudi Arabia, are assisting Washington in fomenting divisions between Middle Eastern populations. The ultimate objective is to weaken the resistance movement against foreign occupation through a “divide and conquer strategy” which serves Anglo-American and Israeli interests in the broader region.

Why can’t Muslim Societies be more like a Globalised West?

Islamism is not some irrational kick against modernity; it is accessible to reasoned understanding.

Many commentators on Islam make the same mistake: They instinctively assume that Muslim resistance to western globalisation reflects the inability of Muslims to accept the social and structural change that ‘modernity’ requires. Muslims, in this view, fail to rise above the ‘closed’ world of cultural traditions, and to embrace change. They shy away from, or react against the ‘choice’ offered by modernity.

The Philosopher, Henri Bergson, writing in 1932, suggested that one reason that some intellectual societies – for which he coined the term ‘closed’ societies – were unable to evolve into ‘open’ societies was that religion arises as a kind of mental habit that binds human intelligence to the instinctive drive for solidarity and continuity. Some societies were simply incapable of lifting themselves above these ‘cultural constraints’ to embrace dynamic society. Karl Popper in his ‘The Open Society and its Enemies’ further refined Bergson to imply that ‘closed’ societies were profoundly inimical to the idea of human freedom.

That Muslims would become the archetype of Bergson’s and Popper’s ‘closed’, static society in this western narrative was inevitable: The stage had already been set by the historicist view of the Ottoman Empire. The Empire was typecast by one historian as resembling a decaying, rambling old country house, inhabited by eccentric lodgers, living in a vacuum of initiative, or any will to restore its leaking fabric – waiting in vain and privation to be reorganised and digested by a new and dynamic owner.

This profoundly Eurocentric view of the Ottomans, now contested by contemporary historians, sat comfortably with the views of those such as Richard Cobden and Jean Baptiste Say, articulated in the mid-nineteenth century that new European and American thinking would usher in a millennial age of peace: Free trade would promote peace between nations. “The theory of markets will necessarily scatter the seeds of concord and peace”, and Cobden believed that the spread of market principles and free trade would create a peaceful order of free countries in Europe – and ultimately in the Middle East.

This latter prospect has remained an enduring western vision of utopia, despite it failing, over and over, to acknowledge the tragedies to which it gave birth in Muslim societies. The Ottoman ‘decaying estate’, of course, eventually got its new owners – The westernised ‘Young Turks’, and Kemal Ataturk.

The impact of these western ideas, and the drive to construct the powerful, ethnically unitary, centralised nation-states in their societies – that was necessary to enforce structural change – for Muslims was an absolute disaster: It was a tragedy that created millions of victims – as it had in Europe and the US.

But it also, unexpectedly, facilitated the emergence of a revived Islamism that had revisited its roots in order to find new solutions to its plights. From this crisis, and from insights drawn from its intellectual traditions, and from the Qur’an, Islam began a journey on a discovery to a new ‘Self’. A journey that it is far from ended; but which already has re-established Islam as a dynamic political, social and economic force. It is this event, which has been almost erased and swallowed up by deterministic explanations that reduce Islamism to a parody of the open/closed society template.

It is thirty years now since the Iranian Revolution, and fifty years since the first Islamist resistance movement was formed. Yet many in the West remain bemused: why is there an Islamist resistance at all: They cannot understand how Muslims can fail to see the inevitability of western-style technical modernity and its globalisation. ‘What are Muslims resisting against’, it is asked?

In Resistance: the Essence of the Islamist Revolution, I argued that Muslims are not opposed to globalisation,The Revolution is a refusal to accept an understandingof the Self, or of the world about us, dominated by contemporary western consciousness nor to science, nor to change, per se. On the contrary, they embrace all three. The Revolution, rather, is a ‘Refusal’ – A ‘grand refusal’ to accept an understanding of the Self, or of the world about us, dominated by contemporary western consciousness. Islamists sought to recuperate an alternative consciousness – one drawn from its own intellectual tradition that would stand in opposition to the western paradigm.

Islamism, in short, is not some irrational kick against modernity – It is no whimsy of divine caprice; it is accessible to reasoned understanding.

Western ‘modernity’ essentially has stood on two pillars: The first has been described by historians as the ‘Great Transformation’. It began in Europe in the eighteenth century, and was based on a moral philosophy that saw human welfare yoked to the efficient operation of markets, as indicted earlier. Humans, pursuing private desires and needs, would intersect with others, through the market mechanism, to maximise not just individual welfare; but community wellbeing too.

Closely associated with this was another idea, taken up by English Puritans that had its roots deep in Anglo-Saxon history: It saw the ‘invisible hand’ of Providence also at work in politics to bring about another ‘ideal’ outcome. This view held that the jostling and hurly-burly of political contention between the Anglo-Saxon tribes in the earliest society – had given rise to a spontaneous harmony and political order. From this political ‘market’, English Puritans believed that the Anglo-Saxon institutions representing the epitome of personal freedom and justice, had spontaneously emerged.

Such key ideas about politics and economics were transported to the Americas with the Pilgrim Fathers to become, for those such as Thomas Jefferson, the archetype for the US system of government. The concept of the nation-state, democracy and human rights all flowed from this Protestant current.

These powerful ideas have dominated western thinking for more than 300 years; but by the 1920s, they had brought Islam to the brink: Islam was in crisis – holding on by its fingernails.

Of course, the ‘Great Transformation’ in Europe came about neither naturally, nor spontaneously. It was the product of massive state intervention and a growing system of institutional control. Making markets ‘free’ and efficient was, and is, an artefact of state power.

Historians now describe the Transformation as an utopian project that would be incompatible with any contemporary form of democracy: the transformation had brought stresses that took nineteenth and twentieth century Europe to the brink of revolution – and beyond.

Its impact on Muslim societies was no less traumatic: In the century leading up to Islam’s crisis in the 1920s, the ‘Great Transformation’ had been exported to the Muslim world. There was a rush by the West to create ethnically unitary nation-states in the former western provinces of the Ottoman Empire: A powerful centralised nation-state was seen as the only structure with enough instrumental strength to force through the social changes required to impose market liberalisation on Muslim societies.

As in Europe earlier, the impact of ‘Transformation’ was truly horrific. Justin McCarthy has detailed how five million European Muslims were ‘cleansed’ from their homes between 1821 and 1922 – as the West leveraged Christian-majority nation-states in the former Ottoman western provinces.

The anti-religious Young Turk determination to emulate Europe’s secular liberal-market modernisation came at terrible cost: In the attempt to create an ethnically unitary and secular Turkey one million Armenians died, 250,000 Assyrians perished, and one quarter of a million Greek Orthodox Anatolians were expelled. Kurdish identity was suppressed, and finally Islam was demonised and suppressed by Ataturk. Islamic institutions were closed; and the 1400 year old Caliphate was abolished.

Islam was in crisis. These events were being repeated – albeit less bloodily, but no less disruptively throughout the region – Disorientated and demoralised, under siege from enforced secularism in Turkey, Iran and elsewhere, and with Marxism filtering away its younger members, Islamists embarked on a journey of discovery. In common with other peoples in crisis, Islam sought a solution to its problems by finding a new ‘Self’.

The Islamist revolution is much more than politics: it is an attempt to shape a new consciousness

Islamists returned to the Qur’an for insights. The Qur’an is not a blueprint for politics or a state: It is, as it states frequently, nothing new. The Qur’an is a ‘reminder’ of old truths, already known to us all. One of these ‘old truths’ is that for humans to live together successfully it must be in a society which practices compassion, justice and equity.

This is the insight which lies at the root of Political Islam.

It is a principle which represents a complete inversion of the ‘Great Transformation’. Instead of the pre-eminence of the market, to which other social and community objectives are subordinated, the making of a society based on compassion, equity and justice becomes the overriding objective – to which other objectives, including markets, are subordinated.

Islam is not therefore a form of social democracy. Social Democracy accepts the principle of market efficiency; but attempts to mitigate its effects on those who are its victims: Islamism, by contrast, seeks to invert the market paradigm completely by placing justice, equity and compassion as the objective to which end, markets and other political objectives are to be subordinated.

It is revolutionary in another aspect: Instead of the individual being the organisational principle around which politics, economics and society is shaped; the western paradigm again is inverted. It is the collective welfare of the community in terms of such principles – rather than the individual – that becomes the litmus of political achievement.

In short, Islamists are re-opening an ancient debate – one that lies at the heart of both western and Islamic philosophy: Originally posed by Plato – the latter questioned the ends and purpose of politics: Is politics no more than a race by politicians as to who can claim to satisfy human appetites, desires and wants more fully; or is there ‘telos’ – in other words, a ‘higher purpose’ to politics – such as justice, for example?

Of course, the answer that you give to this fundamental question may determine how you structure democracy to achieve whichever ‘end’ you select. Iranian thinkers were influenced by Plato’s answer; and consequently have been influenced by his ‘Republic’.

Some westerners are troubled that after two hundred years of settled opinion, their vision is being questioned anew. One American conservative commented to me that with René Descartes, the West had discovered ‘objective truth’ through science and technology. It had made the West rich and powerful and Muslims could not bear that, he believed: they knew that ultimately they would be forced to acquiesce to western ‘truth’. But what is taking place is very far from this simplistic vision, and of great significance.

The Cartesian methodology has indeed exercised unparalleled hegemony over the last few centuries. And, applied across the range of science, political and social thinking has made the Europeans – and the Anglo-Saxon world in particular – uniquely rich and powerful.

Descartes had separated between the material world of ‘real’ things – to be touched, tasted, felt or viewed – that were to be explained and classified through scientific rationality; and on the other side of this rigid frontier, lay ‘ideas’ associated with fantasy, superstition, magic and illusion. There was ‘reality’; and, separate to this, the make-believe and illusionary figments of human thinking unrestrained by reality.

This narrow duality formed the stepping-stone from which leaped-up the ‘western Self’, and individualism, in its many variants. The Cartesian methodology, taken further by others in a logical extension of his initial work, however, would prove to be irreconcilable with another process of thinking, another ‘consciousness’, which was much more deeply-rooted in the human psyche.

The Cartesian system – whatever its apparent virtues – not only removed the vital conceptual ‘space’ in which this other consciousness could operate, it also destroyed the very tools, the mechanisms, by which this ‘other consciousness’ impacted on, and transformed the human being. It emptied this other grand narrative of civilisation, Islam, of meaning; and of power.

Descartes’ twist to earlier thinking was indeed epoch making: He did away with – effectively abolished – the idea of any meaningful order that lay beyond, or outside of the ‘Self’ – Or, of ‘good’, or of truth, being embodied in that ordering; or found in the cipher of symbolic meaning in the world about us.

He destroyed any space that such a conception might have occupied, by dividing the world rigidly between the real and the unreal. Effectively it was the rejection of the substance of what F. Edward Cranz called ‘conjunctive knowledge’ – even if Descartes himself clung to the husk of religious sentiment: The ‘sacred’ could either become literal – and functional; – or be disparaged as superstition.

It is not possible to make sense of the Islamic resistance without understanding it as a philosophic and metaphysical event too

The Islamist revolution therefore is much more than politics: It is an attempt to shape a new consciousness – to escape from, and challenge, the most far-reaching pre-suppositions of our time. It draws on the intellectual tradition of Islam to offer a radically different understanding of the human being, and to escape from the hegemony and rigidity of the Cartesian literalism. It is a journey of recovery of insights from that ‘other history of Being’, as Henri Corbin the French philosopher, termed it, that is far from over.

It has many shortcomings and setbacks – as recent events in Iran have shown – but its intellectual insights offer Muslims (and westerners too) the potential to step beyond the shortcomings of western material consciousness. This is what excites and energises: As a Hesballah leader replied to me when asked what the Iranian Revolution had signified for him, he said unhesitatingly that Muslims felt themselves free to think; to think for themselves, once again.

It is not possible therefore to make sense of the Iranian or wider Islamic resistance without understanding it as a philosophic and metaphysical event too. It is the omission of this latter understanding that helps explain repeated western misreadings of Iran, its Revolution and also of events in the region.

Hesballah are using techniques that stand outside of the usual repertoire of western politics in order to transform Muslims. It is not because Hesballah provides better community services that its leader, Seyed Hassan Nasrallah, is revered throughout the Muslim world.

Hesballah is using myth, archetypal narrative and symbolism to explode the Cartesian severance between subject and object, and between objective reality, on the one hand, and fantasy, make-believe and superstition, on the other. Hesballah uses these means to re-ignite creative imagination. The opening of this intermediary layer in the Cartesian dualism allows people to begin imagining themselves in a new way; and by imagining themselves differently, to begin to act differently. As they begin to imagine themes differently and act differently, the way they see the world about them, changes also.

Of course there is another side to Islamism: Islam, like Christianity, has witnessed, from the outset, a struggle between a narrow, literalist and intolerant interpretation in opposition to the intellectual tradition grounded in philosophy, reasoning and in transforming knowledge.

Perversely, for the past fifty years, it is to the literalists, often called ‘Salafi’ that the West has looked to circumscribe perceived ‘threats to its interests’ arising from the upsurge of revolutionary spirit among Islamists – in a mirroring of Cold War containment thinking.

America and Europe turned to a more docile and apolitical variant of political Islam, which they believed would be more compliant. But in so using the literalist ‘puritan’ orientation, the West has misunderstood the mechanism by which some Salafist movements have migrated through schism and dissidence to become the dogmatic, hate-filled and often violent movements that really do threaten westerners, as well as their fellow Muslims too.

The Western backing of narrow literalism and dogma in an effort to contain the intellectual revolution within Islam, paradoxically has left the Middle East a less stable, more dangerous and violent place. Western policy has empowered a current of literal thinking in Islam that is indeed narrow, intolerant and anti-heterodoxical. These are the movements that are narrowly opposed to all western intrusions into their society.

But possibly of far greater significance than the inflation of the current ‘bubble’ of literalism to the global future, is the recovery within that other ‘grand narrative’, Islam, of an alternative consciousness – another process of thinking that carries the intimation of a possible escape from Cartesian hegemony. In the long run – as the prevalent western paradigm erodes in the wider world – this may assume huge importance.

Is the “New Middle East” Off the Table?

The “New Middle East” agenda is inherently confrontational and raises the spectre of war in the region

There has been a lot of hustling and bustling in the Middle East lately, so much so that you might be forgiven for thinking that the promised winds of “change” are firmly on their way. Not since Condi Rice’s now infamous heralding of a “New Middle East” — whilst bombs rained over Southern Lebanon in the summer of 2006 — has there been so much activity on the Middle Eastern chessboard by virtually all of its players.

Despite being trailed closely by the starkest drift to the right in Israeli politics, the election of President Obama by American voters on the declared pledge of “change” has indeed led to a changed mood of diplomacy. The recent four-way ‘mini-summit’ concluded in Riyadh involving the heads of state of Saudi Arabia, Syria, Egypt and Kuwait, and an earlier visit by John Kerry to Syria, following which, he discussed the possibility of “loosening certain sanctions” on Syria “in exchange for verifiable changes in behaviour”[1], are supposedly indicative of this new wave of diplomacy.

Given this milieu of unprecedented regional diplomacy, it is easy to be deluded into thinking that the much awaited departure of former US president Bush has not only invigorated a new dynamism into diplomatic forays, but has also changed the political set of cards in play. In this respect, an immediate threat that faces the global peace movement is precisely this self-consoling expectation of dramatic change that would at once signal an end to all the precedents set by the previous Bush administration.

If history is anything to go by, then promises of change should be viewed with a measure of suspicion. When these promises emanate from an edifice of empire, a level of mistrust given age-old historical experience to the contrary, is justified.[2] Yet, the global peace movement and wider grassroots activist circles were never informed by the subjectivity of suspicion when they rose against the failed policies of Bush and his cohorts, rather, their principled stands for justice were driven by a pursuit and appreciation of reality. It is therefore necessary to objectively analyse the conditions surrounding the “New Middle East” experiment that was openly declared in 2006, and contrast its basic frameworks against the early moves of the Obama administration.

In the summer of 1996, an Israeli thinktank, the Institute for Advanced Strategic and Political Studies, issued a paper entitled: ‘A Clean Break: A New Strategy for Securing the Realm’.[3] Contained in it was not only the
blueprint for the invasion and overthrow of the Saddam regime, but also a more comprehensive strategy of “redrawing the map of the Middle East”. Amongst the “prominent opinion makers” who contributed to the paper were the usual hawkish neo-cons and pro-Zionism advocates in the US — Richard Perle, Douglas Feith, James Colbert, David and Meyrav Wurmser, the latter of whom was a co-founder of the MEMRI project. More significantly, there remain three markedly relevant features in the substance of the so-called ‘clean break’ strategy that have the potential to decisively influence the shaping of the current Middle East.

Firstly, the ‘clean break’ strategy was specifically formulated for implementation by the Netanyahu-led Likud government, which has now been elected by the Israeli electorate. Its major premise of throwing aside the “land for peace” track for a romantically phrased “peace for peace” paradigm effectively dovetails with Netanyahu’s vision for how ‘peace’ is to be achieved in the Occupied Territories, with Syria and the wider Arab world.

Secondly, the paper places central importance on the role and strategic position of Syria. In it, its destabilization is suggested with the aim of undoing the nation’s perceived role as a lynchpin in this connected chain of “dangerous threats” in the region stretching from Iran to Southern Lebanon. Particular detail is given to this factor so much so that the paper moves from offering a geostrategic appraisal to providing a surmised methodological framework on how to destabilize and/or overthrow nations; suggesting an assortment of military
direct/indirect strikes, using anti-Syrian proxies (both politically and militarily), embarking on a regional strategy to effectively ostracize the country, and finally launching a massive PR campaign that would demonize Syria and would thereby “remind the world of the nature of the Syrian regime”. As peace activists, it is worth storing the above points in our deeper recesses because in addition to being expressly illegal according to norms of international law — not that we are under any delusions about whether or not the neo-cons respect any law — they also outline the general methods that are employed by empires in dealing with adversaries.

Finally, the role and efficacy of regional neighbours that are allied with the US, in fostering the right conditions and pretexts for implementing this new strategy is to remain paramount in achieving the desired results. These regional players can play a significant aiding role in shaping the “strategic environment” by “weakening, containing, and even rolling back” the threats posed by the Iran-Syria-Hizbullah alliance.

Deconstructing the “New Middle East”

George W. Bush’s failed promise of a “global democratic revolution” following the “watershed event” of the “establishment of a free Iraq at the heart of the Middle East”[4] did not only fail miserably, but instead led to several inescapable eventualities that remain a symbol of this grand strategy. Firstly, the politicization of Iran’s peaceful nuclear program in order to exert pressure on Iran and to contain its’ perceived threat to the stability of the region (read: desired geopolitical order). Secondly, the saliency of sectarian and ethnic divisions on the Middle Eastern socio-political landscape. Thirdly, the formation of a so-called ‘Moderate-bloc’ of nations constituting regional players that act as a front against the Iran-Syria-Hizbullah alliance. Finally, the declaration of a “New Middle East” created an almost mythical worldview in the Israeli mindset, whether by design or accident, which believed that the Arab-Israeli question could not only be settled on unilateral terms but also decisively, once and for all, with sheer Herculean force. On all four accounts, the Obama administration has yet to hint at any significant “change” that requires the altering of these yardsticks which remain symbolic of the “New Middle East” agenda.

In spite of the deep economic crisis that has gripped world capitals, the historical ‘prerogatives’ (i. Natural resources, ii. Security of the state Israel, iii. Preservation of a certain regional geopolitical order which thereby realizes a significant chapter in wider US preponderance in the Eurasian space) held by the US for securing the strategic Middle East region remain firmly in place. The Middle East will thus remain a focal point of Obama’s foreign policy efforts. A recent talk by Zbigniew Brzezinski, a top foreign policy advisor to Obama, provides a keyhole premonition of the continuity of an age-old policy of confrontation and threat of military force against Iran.[5] Writing for the Asia Times, Pepe Escobar disclosed this new US position, contained in a letter to Russian president Dmitry Medvedev, as follows: “if you help us get rid of non-existent Iranian nuclear weapons, we’ll get rid of our missile shield”.[6]

The verbose politics of “clenched fists”[7] should not leave the peace movement under any illusions about the nature of things to come, just as much as new Secretary of State Ms. Clinton is under no illusions about the next steps on the empire’s to-do list: “We’re under no illusions. Our eyes are wide open on Iran.”[8]

Heightened sectarian saliency in Middle Eastern politics cannot be viewed independently from a strategy of isolating Iran from regional politics. Selling anti-Iranian rhetoric to Arab kingdoms necessarily determines the nature of discourse toward the sizeable and strategically positioned Shia populations across the Persian Gulf rim. When Egyptian President Hosni Mubarak pronounced in April of 2006 that “Shias are mostly always loyal to Iran and not the countries in which they live”, it was by no means a slip of the tongue but rather a well calculated move that even lead one of the ‘clean break’ strategy’s “prominent opinion makers” to label Shias in the Persian Gulf as “Iran’s Levant clients”.[9]

It is altogether not surprising on the back of this grand regional strategy, for the tiny emirate kingdom of Bahrain to accelerate a process of ‘demographic engineering’ by providing citizenship to extremist anti-Shia hotheads from Saudi Arabia and elsewhere, to undercut its majority Shia population.[10] Although the systematic marginalization of Shias reflects a deep-rooted policy of the Bahraini Al-Khalifa monarchy, nevertheless, one can neither ignore current justifications for this suppression on rationales of the “New Middle East” agenda, nor intentional American indifference to grave human rights violations which take place in a nation that hosts the central base for the Naval Command’s Fifth Fleet.

In the aftermath of recent clashes in Saudi Arabia, in which three Shia Saudi citizens were killed in the close precincts of the second-holiest site in Islam, a prominent Shia leader latched on to the occasion to highlight the deep-seated discrimination and marginalization of Shias. He also issued a resolute warning to the establishment by declaring in no uncertain terms that the “dignity” of the Shia population “is greater in worth than the unity” of the Kingdom.[11] Mai Yamani, a Saudi national and a visiting scholar at the Carnegie Middle East Center, whilst writing about these clashes notes that the suppression of Shias constitutes “part of the Kingdom’s strategy to counter Iran’s bid for regional hegemony”.[12]

With respect to rising political sectarianism, the policy of the Obama administration has thus far been virtually identical in both respects, namely; in its sustenance of a political agenda that leads to heightened sectarian tensions on the one hand, and its deliberate disregard of sectarian-motivated agendas by regional ‘allies’ on the other, which effectively cement these divisions.

Late last December, Saudi Prince Turki Al-Faisal charted out his ‘path to peace’ for the Middle East in an op-ed piece in the Washington Post.[13] The central concerns outlined in his vision for peace are not only symptomatic of those shared by the wider so-called ‘Moderate-bloc’ of Arab nations, but they in fact also provide a good indication of the changing tides in the Persian Gulf that have been the cause of much unsettling for the likes of Saudi Arabia. In particular, these concerns revolve around two core headings: i) the future of the Arab Initiative, and ii) the growing influence of Iran.

The urgent emphasis provided to the Arab Initiative reflects the success of Resistance

Viewed from another angle, the apparent urgent emphasis provided to the Arab Initiative and the closing window of ‘opportunity’ for its implementation, reveals an interesting reality that reflects the successes achieved by the path of Resistance; a path that evidently stands starkly at odds with the gifted job-roles given to the so-called ‘Moderates’ in the region. The highly agitated Saudi-Jordanian-Egyptian alliance views a resistance that has forced concessions upon a hereunto invincible Israeli adversary as a major threat to their own thrones. These realities are not hidden from the Arab street, and the growing grassroots support for Hizbullah and Hamas are a testament of this shift.

The second concern i.e., the growing influence of Iran or what Prince Turki Al-Faisal conveniently terms ‘Iranian obstructionism’, bears many commonalities with the first but transcends it in one vital respect: Iran symbolizes the possibility of the success of the ‘alternate path’. In the Arab consciousness, Iran provides a successful paradigm of a state that is self-dependent and stands up to imperialism in spite of long years of imposed wars and backbreaking sanctions. The findings in last year’s poll carried out by the University of Maryland and Zogby International hardly come as a surprise in this regard.[14] Additionally, Iran has not been shy to recognize the path of resistance and in showing its’ unreserved support for it, whereas the standard position of the so-called ‘Moderate-bloc’ of Arab nations has been to undermine the path of resistance. This factor has also played a major contributory role in developing a positive view of Iran on the Arab street.

On the basis of this outlook, the geostrategic importance of Syria as a nation that stands by the side of the resistance, as well as an Arab state that positions itself outside of the so-called ‘Moderate-bloc’ and its chosen political agenda, becomes not only apparent but very significant. When President Bashar Al-Assad announced in the Doha Summit (during the height of the brutal war on Gaza) that the Arab Initiative was “dead” and all that remained was to “transfer the registry of this Initiative from the registry of the living to that of the dead”[15], it left the likes of Saudi Arabia shuffling their cards as they weighed their next options.

In very crude terms, the death of the Arab Initiative would at once spell the exclusion of the Saudi-Jordanian-Egyptian alliance from the Middle Eastern chessboard or at least mark their modest insignificance. The recent overtures made to Syria by the US and the Saudi-Jordanian-Egyptian alliance thus need to be viewed against this context. From the standpoint of the US and its Arab allies, the popular ‘public anarchy’ on the Arab street — in support of resistance movements — can no longer be contained except by fragmenting the Iran-Syria-Hizbullah alliance, even if this were to require swallowing bitter pills.

The victory of the Netanyahu-Liebermann coalition in Israel presents an immense challenge to the Arab coalition’s attempts to effectively sell this façade of a viable ‘peace track’ to Syria and to the Arab world in general. Even by the shoddy standards of truth that we have become accustomed to in our times, the sudden metamorphosis of a racist-bigot like Liebermann, whose comments about the ‘transfer’ of Arabs are not concealed from the Arab world[16], into a ‘kingmaker’ for a track of peace comes across as simply ridiculous. In this respect, one of the salient but less spoken about roles that is presently being played out by the Saudi-Jordanian-Egyptian alliance, is its transformation into a mouthpiece replacement for Israeli silence.

Nevertheless, it is important to underline the mounting support within Israel for engaging in Syrian peace talks as evinced by the recent advice offered to Netanyahu by a panel consisting of “prominent figures who formerly served in key posts in the defense establishment, government and the business community”.[17] Writing in a Ha’aretz op-ed, diplomatic editor Aluf Benn emphasised the need for Netanyahu’s government to accede to the track of the Arab initiative — a stance that is antithetical to the classical Likud position — by noting: “Netanyahu can go further than previous prime ministers and announce that the Arab initiative is an unprecedented opportunity for closing ranks against the threat of Iran and the extremists in the region…”[18]

At any rate, selling an image of Israel as the sincere peacemaker at times and expansionist war-monger on others does little to straighten out any ‘path to peace’. On March 2nd 2009, the Israeli advocacy group Peace Now released a report saying that the Israeli Ministry of Construction and Housing had plans to build 73,302 housing units in the Occupied West Bank — of which 15,000 units have already been approved. The report noted that if all the plans are realized “the number of settlers in the Territories will be doubled”.[19] In a confidential EU report leaked to the Guardian, Israel was noted to be “actively pursuing the illegal annexation” of East Jerusalem with present settlements expansion progressing at a “rapid pace”.[20] In the face of these terminal threats to the two-state solution, the Obama administration has responded with a timid and pathetic characterisation of Israel’s actions as “unhelpful”.[21]

The Challenges Ahead

Activists cannot afford to ignore this agenda which is the origin of all ills

Whether this geopolitical tug of war to redraw the battle lines in the sands of the Middle East will end up in the favour of the US, Israel and their Arab allies is yet to be seen. Recent comments by Syrian top officials indicate that Damascus is not about to be moved by mere words and promises of change. Foreign Minister Walid Moallem underlined that Damascus would not accept any less than a complete return to the 1967 borders and respect for the natural rights of Palestine: “Syria would be willing to renew only indirect talks, on two conditions: Israel’s commitment to withdraw to the 1967 borders, as well as its commitment that the Syrian channel will not be used to harm the Palestinians.”[22] Muhsin Bilal, the Syrian Information Minister, was less reserved with his choice of words when he declared that the victories exacted by the Lebanese and Palestinian resistances against the “Zionist” entity had botched the “New Middle East” agenda.[23]

Regional developments such as the growing mediating role of a pragmatic Qatar and increasing Turkish buoyancy, have also worked in the favour of the Iran-Syria-Hizbullah alliance by somewhat distorting the traditional ‘power blocs’. In addition to these regional changes, a sense of Syrian ‘realism’ in dealing with a ‘defeated’ Israel, augmented by the natural dynamism and unequal grassroots support for Iran and resistance movements in the region, present a formidable and hitherto undefeated opponent.

To peace activists, the success or failure of this political squabbling is insignificant when placed against the grave human price that is almost certain to result from the pursuit of such a political agenda. For Western politicians who still value rational strategic planning; the analysis of ‘facts’ — and not engineered ‘truths’ – and their synthesis in forming a balanced perspective of reality, the inescapable calamities that would be the necessary resultant of adopting this aggressive, confrontational political agenda cannot be overlooked.

At this juncture, it is important to highlight a common fallacy that is epidemic in the Western media and unfortunately, one that has also trickled into the discourse of certain sections of the peace movement. Neo-con and pro-Zionist voices were quick to highlight that any sort of engagement with the likes of Iran, Hizbullah and Hamas (collectively homogenized as radical ‘Islamists’) poses a high-risk to the ‘civilized world’. These radical Islamists, we were told, can simply not be engaged with; talks with Iran would run parallel to the building of the ‘bomb’, talks with Hizbullah would create a ‘state within a state’, engaging with Hamas would signal the exclusion of (the illegitimate) president Mahmoud Abbas.[24] Although the truth is far distant from these sensationally irrational spurts, unfortunately, the ‘radical Islamist’ tag has remained firmly embedded in building perspectives towards the likes of Hizbullah and Hamas within some quarters of the peace movement.

In addition to being a classical tactic to ‘otherize’ the enemy if a process to ‘dehumanize’ it fails, we should note that despite adhering to a different kind of politics, these entities are neither irrational political players nor is their existence qualified by a ‘culture of death’. For the sake of example, the Hizbullah resistance movement overlooks an extensive social programs network that is virtually unequalled throughout the entire Middle East. Its longstanding record of peaceful coexistence and a highly-advanced integration paradigm (infitah) within the public sphere of a multi-sectarian Lebanese topography are doubted by none. The same however, cannot be said of US-Saudi sponsored Salafist client groups in Lebanon for whom the tag ‘Islamist’ fits rather well.[25] All in all, resistance movements like Hizbullah and Hamas enjoy a great deal of popular support on the Arab streets. They have also shown a great degree of tolerance towards the West in spite of the long list of grievances that have resulted from negative Western interference in their countries. Here, it is highly beneficial to refer to a speech delivered by Nadine Rosa-Rosso at the ‘International Forum for Resistance, Anti-Imperialism, Solidarity between Peoples and Alternatives’ that was held earlier this year in Beirut.[26]

In summary, the politicization of the Iranian nuclear programme and the recycling of false pretexts by Israel to launch regional wars should not be viewed as haphazard aberrations, but rather as logical consequences of a grand regional geopolitical strategy. The “New Middle East” agenda is the infrastructure upon which an imperial superstructure of hegemony, sustained by the disregard of law and rule of brute force, is raised to control this region.

Human rights activists and lawyers who advocate against the innumerable abuses that have occurred so far in this “War on Terror” cannot ignore this political agenda which is in fact the origin of all ills.

One cannot speak of dealing with the looming threat of military strikes against Iran without first dealing with the “New Middle East” agenda. Similarly, one cannot speak of a post-Bush era or lavishly mark “new beginnings” without first doing away with the lasting remnants of a policy that has brought on so much suffering to the region, and continues to leave it on a knife’s edge. Strangely — most would say criminally — the experiences of the failures in Afghanistan and Iraq appear to have done little to develop a more informed US foreign policy in its dealings with this region. If there is any special disgust within the global peace movement with respect to these failed wars, it lies in the fear that a repeat is as likely to occur.

With the proclaimed advent of a “new beginning” by the Obama administration, there is a pressing need for the peace movement to engage in a comprehensive study of the “New Middle East” agenda in its different aspects and dimensions. Our collective failure to critically examine this agenda on the one hand, and to circulate its underlying assumptions and necessary consequences to the Western public on the other, will inevitably expose the peace movement to accusations of adherence to an outdated, dogmatic discourse.

The “New Middle East” agenda is inherently confrontational and raises the spectre of war in the region. For as long as it remains on the table, the whole Middle East will teeter on the brink of unspeakable calamities.

Israel’s “New Middle East”

Israel backed by the US portrays its war on Lebanon as a war of self-defense

Beirut is burning, hundreds of Lebanese die, hundreds of thousands lose all they ever owned and become refugees, and all the world is doing is rescuing the “foreign passport” residents of what was just two weeks ago “the Paris of the Middle East”. Lebanon must die now, because “Israel has the right to defend itself”, so goes the U.S. mantra, used to block any international attempt to impose a cease fire.

Israel, backed by the U.S., portrays its war on Lebanon as a war of self-defense. It is easy to sell this message to mainstream media, because the residents of the North of Israel are also in shelters, bombarded and endangered. Israel’s claim that no country would let such an attack on its residents unanswered, finds many sympathetic ears. But let us reconstruct exactly how it all started.

On Wednesday, July 12, a Hezbollah unit attacked two armored Jeeps of the Israeli army, patrolling along Israel’s border with Lebanon. Three Israeli soldiers were killed in the attack and two were taken hostage. In a news conference held in Beirut a couple of hours later, Hezbollah’s leader Sheikh Hassan Nasrallah explained that their aim was to reach a prisoner exchange, where in return for the two captured Israeli soldiers, Israel would return three Lebanese prisoners it had refused to release in a previous prisoner exchange. Nasrallah declared that “he did not want to drag the region into war”, but added that “our current restraint is not due to weakness… if they [Israel] choose to confront us, they must be prepared for surprises.”[1]

The Israeli government, however, did not give a single moment for diplomacy, negotiations, or even cool reflection over the situation. In a cabinet meeting that same day, it authorized a massive offensive on Lebanon. As Ha’aretz reported, “In a sharp departure from Israel’s response to previous Hezbollah attacks, the cabinet session unanimously agreed that the Lebanese government should be held responsible for yesterday’s events.” Olmert declared: “This morning’s events are not a terror attack, but the act of a sovereign state that attacked Israel for no reason and without provocation.” He added that “the Lebanese government, of which Hezbollah is a part, is trying to undermine regional stability. Lebanon is responsible, and Lebanon will bear the consequences of its actions.” [2]

At the cabinet meeting, “the IDF recommended various operations aimed at the Lebanese government and strategic targets in Lebanon”, as well as a comprehensive attack on southern Lebanon (where Hezbollah’s batteries of rockets are concentrated). The government immediately approved both recommendatons. The spirit of the cabinet’s decision was succinctly summarized by Defense Minister Amir Perertz who said: “We’re skipping the stage of threats and going straight to action.”[3]

At 21.50 that same day, Ha’aretz internet edition reported that by that time Israel had already bombarded bridges in central Lebanon and attacked “Hezbollah’s posts” in southern Lebanon.[4] Amnesty International’s press release of the next day (13 July 2006) stated that in these attacks “some 40 Lebanese civilians have reportedly been killed… Among the Lebanese victims were a family of ten, including eight children, who were killed in Dweir village, near Nabatiyeh, and a family of seven, including a seven-month-old baby, who were killed in Baflay village near Tyre. More than 60 other civilians were injured in these or other attacks.”

It was at that point, early on Wednesday night, following the first Israeli attack, that Hezbollah started its rocket attack on the north of Israel. Later the same night (before the dawn of Thursday), Israel launched its first attack on Beirut, when Israeli warplanes bombed Beirut’s international airport and killed at least 27 Lebanese civilians in a series of raids. In response, Hezbollah’s rocket attacks intensified on Thursday, when “more than 100 Katyusha rockets were fired into Israel from Lebanon in the largest attack of its sort since the start of the Lebanon War in 1982″. Two Israeli civilians were killed in this attack, and 132 were taken to the hospital.[5] When Israel started destroying the Shiite quarters of Beirut the following day, including a failed attempt on Nasrallah’s life, Hezbollah extended its rockets attacks to Haifa.

The way it started, there was nothing in Hezbollah’s military act, whatever one may think of it, to justify Israel’s massive disproportionate response. Lebanon has had a long-standing border dispute with Israel: In 2000, when Israel, under Prime Minister Ehud Barak, withdrew from Southern Lebanon, Israel kept a small piece of land known as the Shaba farms (near Mount Dov), which it claims belonged historically to Syria and not to Lebanon, though both Syria and Lebanon deny that. The Lebanese government has frequently appealed to the U.S. and others for Israel’s withdrawal also from this land, which has remained the center of friction in Southern Lebanon, in order to ease the tension in the area and to help the Lebanese internal negotiations over implementing UN resolutions. The most recent such appeal was in mid-April 2006, in a Washington meeting between Lebanon’s Prime Minister Fouad Siniora and George Bush.[6] In the six years since Israel withdrew, there have been frequent border incidents between Hezbollah and the Israeli army, and cease-fire violations of the type committed now by Hezbollah, have occurred before, initiated by either side, and more frequently by Israel. None of the previous incidents resulted in Katyusha shelling of the north of Israel, which has enjoyed full calm since Israel’s withdrawal. It was possible for Israel to handle this incident as all its predecessors, with at most a local retaliation, or a prisoner exchange, or even better, with an attempt to solve this border dispute once and for all. Instead, Israel opted for a global war. As Peretz put it: “The goal is for this incident to end with Hezbollah so badly beaten that not a man in it does not regret having launched this incident [sic].”[7]

The Israeli government knew right from the start that launching its offensive would expose the north of Israel to heavy Katyusha rockets attacks. This was openly discussed at this first government’s meeting on Wednesday: “Hezbollah is likely to respond to the Israeli attacks with massive rocket launches at Israel, and in that case, the IDF might move ground forces into Lebanon.”[8] One cannot avoid the conclusion that for the Israeli army and government, endangering the lives of residents of northern Israel was a price worth paying in order to justify the planned ground offensive. They started preparing Israelis on that same Wednesday for what may be ahead: “‘We may be facing a completely different reality, in which hundreds of thousands of Israelis will, for a short time, find themselves in danger from Hezbollah’s rockets’, said a senior defense official. ‘These include residents of the center of the country.’”[9] For the Israeli military leadership, not only the Lebanese and the Palestinians, but also the Israelis are just pawns in some big military vision.

The speed at which everything happened (along with many other pieces of information) indicates that Israel has been waiting for a long time for ‘the international conditions to ripen’ for the massive war on Lebanon it has been planning. In fact, one does not need to speculate on this, since right from the start, Israeli and U.S. official sources have been pretty open in this regard. As a Senior Israeli official explained to the Washington Post on July 16, “Hezbollah’s cross-border raid has provided a ‘unique moment’ with a ‘convergence of interests’.”[10] The paper goes on to explain what this convergence of interests is:

For the United States, the broader goal is to strangle the axis of Hezbollah, Hamas, Syria and Iran, which the Bush administration believes is pooling resources to change the strategic playing field in the Middle East, U.S. officials say.[11]

The U.S. already controls Iraq and Afghanistan, and considers Egypt, Saudi Arabia, Jordan and a few other states as friendly cooperating regimes. But even with this massive foothold, full U.S. domination is still far from established. Iran has only been strengthened by the Iraq war and refuses to accept the decrees of the master. Throughout the Arab world, including in the “friendly regimes”, there is boiling anger at the U.S., at the heart of which is not only the occupation of Iraq, but the brutal oppression of the Palestinians, and the U.S. backing of Israel’s policies. The new axis of the four enemies of the Bush administration (Hamas, Hezbollah, Syria and Iran) are bodies viewed by the Arab world as resisting U.S. or Israel’s rule, and standing for Arab liberation. From Bush’s perspective, he only has two years to consolidate his vision of complete U.S. control of the Middle East, and to do that, all seeds of resistance should be crushed in a devastating blow that will make it clear to every single Arab that obeying the master is the only way to stay alive. If Israel is willing to do the job, and crush not only the Palestinians, but also Lebanon and Hezbollah, then the U.S., torn from the inside by growing resentment over Bush’s wars, and perhaps unable to send new soldiers to be killed for this cause right now, will give Israel all the backing it can. As Rice announced in her visit in Jerusalem on July 25, what is at stakes is “a new Middle East”. “We will prevail” – she promised Olmert.

But Israel is not sacrificing its soldiers and citizens only to please the Bush administration. The “new Middle East” has been a dream of the Israeli ruling military circles since at least 1982, when Sharon led the country to the first Lebanon war with precisely this declared goal. Hezbollah’s leaders have argued for years that its real long-term role is to protect Lebanon, whose army is too weak to do this. They have said that Israel has never given up its aspirations for Lebanon and that the only reason it pulled out of Southern Lebanon in 2000 is because Hezbollah’s resistance has made maintaining the occupation too costly. Lebanon’s people know what every Israeli old enough to remember knows – that in the vision of Ben Gurion, Israel’s founding leader, Israel’s border should be “natural”, that is – the Jordan river in the East, and the Litani river of Lebanon in the north. In 1967, Israel gained control over the Jordan river, in the occupied Palestinian land, but all its attempts to establish the Litani border have failed so far.

As I argued in Israel/Palestine, already when the Israeli army left Southern Lebanon in 2000, the plans to return were ready.[12] But in Israel’s military vision, in the next round, the land should be first “cleaned” of its residents, as Israel did when it occupied the Syrian Golan Heights in 1967, and as it is doing now in southern Lebanon. To enable Israel’s eventual realization of Ben Gurion’s vision, it is necessary to establish a “friendly regime” in Lebanon, one that will collaborate in crushing any resistance. To do this, it is necessary first to destroy the country, as in the U.S. model of Iraq. These were precisely Sharon’s declared aims in the first Lebanon war. Israel and the U.S. believe that now conditions have ripened enough that these aims can finally be realized.
